Where is Bucharest? Is that in the North Atlantic?

Bucharest is the capital of Romania, a member of NATO. I thought Bucharest was on the Danube River. Why is this hostile enemy in the North Atlantic Treaty Organization? The province "Wallachia/Dacia/Transylvania" was full of slavic-type enemies that made sausage out of humans. They were barbarians that claim they are with the "West" because they didn't eat the humans raw. What is this world coming to with all these wierd central European enemies joining NATO?
